Have you been able to resolve this issue? I'm having the exact same problem here.
Any newly registered user gets a copy of their ID saved to the vault, but when I attempt to configure the client, it ALWAYS asks me to browse for the ID file.
(and idiot me stopped saving the ID to the Domino directory before figuring out this wasn't working)
